Pakistan strongly condemns terrorist attack in Bursa, Turkey

We have learnt with deep anguish about the bomb blast in Turkey’s north western province of Bursa. Initial reports indicate that several people have been wounded in the attack.

Pakistan condemns this act of terrorism in the strongest terms. We extend our heartfelt sympathies to the bereaved families and pray for the speediest recovery of the injured.

Pakistan reiterates its condemnation of terrorism in all its forms and manifestations and expresses its abiding solidarity with the Government and the people of Turkey.

We also reiterate our belief that the fraternal people of Turkey would decisively defeat the scourge of terrorism with their characteristic strong will and determination.

Cumhurbaşkanı İstanbul'daki On Üçüncü OIC İslam Zirvesine giden Pakistan heyetine başkanlık ediyor

Cumhurbaşkanı Sayın Mamnoon Hussain, İstanbul, Türkiye'de 14-15 Nisan 2016'da yapılan On Üçüncü İslam Zirvesi Konferansına giden Pakistan heyetine başkanlık etti.

Zirveye Türkiye Cumhurbaşkanı başkanlık etti ve 25 Devlet/Hükümet Başkanı zirveye katıldı, bunlara Azerbaycan, Bahreyn, İran, Kuveyt, Filistin, Katar ve Suudi Arabistan dahildir.

Cumhurbaşkanı Zirvedeki hitabında Müslüman Ümmetinin kardeşliği ve uyumu üzerinde benzeri görülmemiş zorluklarla karşı karşıya olduğunu belirtti.  Cumhurbaşkanı İslam ülkeleri arasındaki birliği ve dayanışmayı güçlendirmeyi amaçlayan tüm çabalara Pakistan'ın destek vereceğini yeniden teyit etti.  İslami İşbirliği Kuruluşunun (OIC) Müslüman Ümmetinin birleşik sesi olarak önemine vurguda bulundu.  Tüm üye ülkelerin birlikte çalışması ve farklılıkları kendi aralarındaki danışmalar yoluyla çözmesi gerektiği ihtiyacını belirtti.
 

Cumhurbaşkanı Hindistan işgali altındaki Cammu Keşmir halkının kendi kaderlerini belirleme hakları ve Cammu Keşmir Meselesinin çözüme kavuşturulması için OIC Üyesi Ülkelerin devamlı desteklerine ihtiyacı olduğunun altını çizdi.

OIC Bilim ve Teknoloji Daimi Komitesinin (COMSTECH) Başkanı olarak, Cumhurbaşkanı COMSTECH raporunu Zirveye sundu.  COMSTECH'in OIC üye ülkelerinde bilim ve teknolojiyi geliştirme ve onların Bilim ve Teknoloji kapasitelerini inşa etme konusundaki başarıları hakkında Zirveyi bilgilendirdi.

OIC Zirvesi, Müslüman Ümmetinin ilgilerini ve meselelerini belirtmenin yanı sıra kendi vazgeçilmez kaderlerini belirleme haklarının gerçekleştirilmesi için Filistin ve Cammu Keşmir halklarına olan desteklerini ifade eden bir bildiri yayınladı.  Bu Sonuç Bildirisi Hindistan'a Keşmir üzerindeki çeşitli BM çözümlerini uygulaması için çağrıda bulundu ve Cammu ve Keşmir Eyaletinin son durumunun Birleşmiş Milletler Güvenlik Konseyi kararlarına ve Keşmir halkının isteğine göre belirlenmesi
gerektiğini beyan etti.
Daha önce, Cammu Keşmir üzerindeki OIC Bağlantı Grubu 13'üncü OIC Zirvesinde 12 Nisan 2016'da görüştü ve Hindistan işgali altındaki Cammu ve Keşmir halkına kendi kaderlerini belirleme hakları için haklı mücadelesinde OIC'nin devam eden desteğini yeniden ifade etti.

Başbakan'ın Dışişleri Danışmanı Sayın Sartaj Aziz, OIC Genel Sekreterinin Cammu ve Keşmir Özel Temsilcisi Büyükelçi Abdullah Al-Alim tarafından başkanlık edilen Cammu ve Keşmir Bağlantı Grubu Toplantısına katılan Pakistan heyetine başkanlık etti.  Azerbaycan ve Türkiye'nin Dışişleri Bakanları ve Suudi Arabistan ve Nijer'in Kıdemli Temsilcileri de bu toplantıya katıldı.


Cumhurbaşkanı Türkiye Cumhuriyeti, Beyaz Rusya, Afganistan ve Nijer liderleriyle Zirvede ikili görüşmeler düzenledi.  Cumhurbaşkanı liderlerle karşılıklı çıkar meselelerini tartıştı.


Pakistan First Lady'si  Begum Mehmooda Hussain "OIC Üye Ülkelerinde Kanserin Kontrol Edilmesi Üzerinde First Lady'lerin Liderliği" temasıyla özel bir oturuma katıldı.  Bu oturuma Türkiye Cumhuriyeti First Lady'si Sayın Emine Erdoğan başkanlık etti ve First Lady'ler kanser kontrolü için ortak bir bildirimin altına imza attı.

President leads Pakistan delegation to the Thirteenth OIC Islamic Summit in Istanbul

President, Mr. Mamnoon Hussain, led Pakistan delegation to the Thirteenth Islamic Summit Conference in Istanbul, Turkey on 14-15 April 2016.

The Summit was chaired by the President of Turkey and was attended by 25 Heads of State/Government including of Azerbaijan, Bahrain, Iran, Kuwait, Palestine, Qatar and Saudi Arabia.

The President, in his address to the Summit, noted that the Muslim Ummah was facing unprecedented challenges to its fraternity and harmony. The President reiterated Pakistan’s support to all efforts aimed at strengthening unity and solidarity among the Islamic countries. He highlighted the importance of the Organization of Islamic Cooperation (OIC) as the united voice of the Muslim Ummah. He stressed the need for all member states to work together and resolve differences through consultations amongst themselves.

The President stressed that the people of the Indian Occupied Jammu & Kashmir looked towards the OIC Member States for their continued support to their just struggle for right to self-determination and the settlement of the Jammu & Kashmir Dispute.

In his capacity as Chairman of the OIC Standing Committee of Science and Technology (COMSTECH), the President presented the report of COMSTECH to the Summit. He briefed the Summit about the achievements of COMSTECH in promoting science and technology among the OIC member states and building their S&T capacities.

The OIC Summit adopted a joint Communiqué, which besides addressing issues of interest and concern to the Muslim Ummah, reaffirmed its principle support to the peoples of Palestine and Jammu and Kashmir for the realization of their legitimate right to self determination. The Final Communiqué called on India to implement numerous UN resolutions on Kashmir declaring that the final disposition of the State of Jammu and Kashmir would be made in accordance with the United Nations Security Council resolutions and aspirations of Kashmiri people.

Earlier, the OIC Contact Group on Jammu and Kashmir met on the sidelines of 13th OIC Summit on 12 April 2016 and reiterated OIC’s continued support to the people of Indian Occupied Jammu and Kashmir in their just struggle for realization of their right to self-determination.

The Adviser to the Prime Minister on Foreign Affairs, Mr. Sartaj Aziz, led Pakistan delegation to the Contact Group Meeting on Jammu and Kashmir, which was chaired by the OIC Secretary General’s Special Representative on Jammu and Kashmir, Ambassador Abdullah Al-Alim. Foreign Ministers of Azerbaijan and Turkey and Senior Representatives of Saudi Arabia and Niger attended the meeting.

The President held bilateral meetings on the sidelines of the Summit with leaders of the Republic of Turkey, Belarus, Afghanistan and Niger. The President discussed issues of mutual interest with the leaders.


The First Lady of Pakistan, Begum Mehmooda Hussain attended a special session on the sideline of the Summit on the theme, “First Ladies’ Leadership on Cancer Control in OIC Member States”. The session was chaired by the First Lady of the Republic of Turkey, Mrs. Emine Erdoğan, in which the First Ladies signed a joint declaration on cancer control.

Pakistan Cumhurbaşkanı İstanbul OIC Zirvesi sırasında Türk, Afgan ve Nijer liderleriyle görüştü

13'üncü OIC Zirvesi için İstanbul'daki kalışı sırasında Cumhurbaşkanı Mamnoon Hussain bir dizi ikili toplantı ve etkileşime katıldı.  Bu olaylar sırasında ikili işbirliği ve karşılıklı çıkarlara dayanan bölgesel ve uluslararası meseleler üzerinde görüş alışverişinde bulunuldu.

Bu bağlamda bunlardan ilki Cumhurbaşkanının İstanbul'a 13 Nisan 2016'da varışının ardından Cumhurbaşkanı Recep Tayyip Erdoğan'la yaptığı görüşmedir.  Sıcak bir şekilde hoş geldin diyen Cumhurbaşkanı Recep Tayyip Erdoğan Cumhurbaşkanına Müslüman Dünyası için ciddi zorlukların yaşandığı bir zamanda düzenlenen OIC Zirvesine katıldığı için teşekkür etti.  Cumhurbaşkanı diğer Cumhurbaşkanı Erdoğan'ı OIC Zirvesine ev sahipliği yaptığı için kutladı ve zirvenin iyi sonuçlanması için olduğu kadar Türkiye'nin bu çok önemli bağlantı noktasında OIC'ye yaptığı liderlik için en iyi dileklerini iletti.  İki lider Türkiye ve Pakistan'daki son terör saldırılarına karşı güçlü karşılıklı destek ve dayanışma isteklerini yeniden teyit etti ve kararlı bir şekilde terörizm belasından kurtulmak için çözüm isteklerini yeniden belirtti.  Daha derin Pakistan-Türkiye ekonomik işbirliğinin ne kadar merkezi olduğunun altı çizildi ve 22 Mart 2016'da İslamabad'da imzalanmış olan "Çerçeve Anlaşmasının" devamı niteliğindeki Serbest Ticaret Anlaşmasının (FTA) en erken şekilde çözüme kavuşturulması ihtiyacı vurgulandı.  Türk firmalarının Pakistan'daki çeşitli sektörlere -- enerjiden altyapıya, havacılığa ve düşük maliyetli konutlara kadar -- katılımlarını daha da derinleştirmenin yollarının altı çizildi.  Cumhurbaşkanı Türkiye'ye Keşmir meselesi için devamlı desteklerinden ötürü teşekkür etti ve Pakistan'ın Türkiye'ye Kuzey Kıbrıs meselesi için olan desteğini yeniden teyit etti.

Cumhurbaşkanının Başbakan Ahmet Davutoğlu ile görüşmesi sırasında Pakistan-Türkiye ilişkilerinin devam eden gücü ve yakınlığı yeniden vurgulandı ve bu kalpten bağlılıkların sağlam ve çok boyutlu bir ortaklığa dönüştürülmesi için olan kararlılık yeniden ifade edildi.  Her iki taraf aşırılığın ve terörizmin Müslüman ülkeler üzerindeki çok zarar veren etkisine dikkatleri çekti ve bu belayla Pakistan'ın bölgesel barış ve istikrar için harcadığı çabaları belirtti, buna Afgan barışı ve uzlaşma prosesi için verilen destekler dahildir.  Başbakan Davutoğlu bu çabalar için en iyi dileklerini iletti ve Türkiye'nin Afganistan'daki barış ve gelişme prosesini desteklemek için yardım etmeye hazır olduğunu yeniden teyit etti.  FTA'nın erken sonuçlandırılması, düzenli yüksek düzeyde karşılıklı ziyaretler ve HLSCC (Yüksek Düzeyde Stratejik İşbirliği Konseyi) prosesi aracılığıyla çeşitli alanlarda ikili işbirliğinin geliştirilmesi aracılığıyla olanlar dahil Pakistan-Türkiye ekonomik bağlarını yoğunlaştırmak için görüş alışverişinde bulunuldu.

Cumhurbaşkanı Mamnooun Hussain ve Afganistan'ın İcra Kurulu Başkanı Dr. Abdullah Abdullah arasındaki toplantıda ortak zorlukları karşılamak için beraber çalışmaya olan karşılıklı bağlılıkların altı çizildi.  Cumhurbaşkanı Pakistan'ın barışçıl ve istikrarlı bir Afganistan'a atfettiği öneme vurguda bulundu ve Afgan arabuluculuk prosesinin geliştirilmesi için harcanan çabaların altını çizdi, buna dörtlü mekanizma aracılığıyla olanlar da dahildir.  İki taraf aynı zamanda yüksek düzeyde karşılıklı ziyaretleri İcra Kurulu Başkanı Abdullah Abdullah'ın gelecekteki ziyareti dahil olmak üzere Afganistan'da ve bölgedeki barış ve istikrar çabalarını yoğunlaştırmak ve desteklemek için bir yol olarak tartıştı.

Beyaz Rusya Cumhurbaşkanı Alexander Lukashenko ile yaptığı görüşmede, Cumhurbaşkanı Mamnoon Hussain iki ülke arasında daha yakım ekonomik ilişkiler kurulması için Pakistan'ın isteklerini paylaştı.  Pakistan Endüstri Bakanının Belarus'ta devam eden ziyaretine vurguda bulunuldu.  Her iki taraf son yıllarda ikili işbirliğindeki hızlı büyümeden memnun olduklarını ifade etti -- sıkça yapılan karşılıklı yüksek düzeyde ziyaretler ve değişik alanlarda artan işbirliği için anlaşmaların sonuçlandırılması yoluyla.  Dahası, iki taraf bu anlaşmaların sistematik olarak takip
edilmesi üzerinde anlaştı ve uygulanmasının ve gelişmesinin düzenli şekilde gözden geçirilmesinin üstlenilmesine karar verdi.  Cumhurbaşkanı diğer Cumhurbaşkanı Lukashenko'yu Pakistan'daki hızlı büyümenin sunduğu Pencap'takiler dahil olmak üzere endüstri, teknik, tarım ve diğer alanlardaki faydalı ekonomik işbirliği için geniş fırsatlara bakmaya davet etti.  Bu prosesin yüksek düzeyde karşılıklı ziyaretler aracılığıyla sürdürülmesi üzerinde anlaşıldı.

Cumhurbaşkanı'nın Başbakan Brigi Rafini'yi ziyareti sırasında politik ve ekonomik alanlarda Pakistan-Nijer işbirliği üzerine odaklanıldı.  Her iki taraf karşılıklı işbirliğini yoğunlaştırmak için isteklerini teyit etti.  Cumhurbaşkanı ayrıca eğitim ve kültürel işbirliğinin önemine vurguda bulundu ve Nijer'de insan kaynaklarının daha da geliştirilmesi için çeşitli alanlarda eğitim yardımı önerdi.  Cumhurbaşkanı aynı zamanda Nijer'e Keşmir meselesi için devamlı destekleri üzerine ve Cammu Keşmir üzerindeki OIC Bağlantı Grubundaki aktif rolü için teşekkür etti.  Başbakan Brigi Rafini Nijer Cumhurbaşkanı'nın kalpten tebriklerini iletti, son terör saldırıları sırasında Pakistan'la dayanışma isteklerini ifade etti ve Pakistan'ın Nijer'in gelişme çabalarına verdiği destek ve en son verdiği pirinç hediyesi için teşekkür etti.  Her iki taraf düzenli şekilde yüksek düzeyde ilişkiler kurmak üzerinde anlaştı.

President of Pakistan meets Turkish , Afghan, Belarus, Niger leadership during Istanbul OIC Summit

During his stay in Istanbul for the 13th OIC Summit, President of Pakistan Mamnoon Hussain had a range of bilateral meetings and interactions on the sidelines. On these occasions, views were exchanged on bilateral cooperation and regional and international issues of mutual interest.

The first in this context was the President’s meeting with President Recep Tayyip Erdogan immediately after arrival in Istanbul on 13 April 2016. Extending a warm welcome, President Erdogan thanked the President for participating in the OIC Summit, taking place at time of serious challenges for the Muslim World. The President felicitated President Erdogan on hosting the OIC Summit and extended best wishes for its successful conclusion as well as for Turkey’s leadership of the OIC at this crucial juncture. The two leaders reiterated the strong mutual support and solidarity in the face of recent terrorist attacks in Turkey and Pakistan and reiterated the resolve to defeat the scourge of terrorism through resolute action. The centrality of deeper Pakistan-Turkey economic cooperation was underlined, with both sides emphasizing the need for the earliest conclusion of the Free Trade Agreement (FTA), for which the “Framework Agreement” was signed in Islamabad on 22 March 2016. Ways to deepen the participation of Turkish companies in diverse sectors in Pakistan -- from energy and infrastructure to aviation and low-cost housing -- were underlined. The President thanked Turkey for its consistent support for the Kashmir cause and reiterated Pakistan’s support to Turkey on the Northern Cyprus issue. The two Presidents also exchanged views on regional issues, including Afghanistan and the Middle East.

During the President’s meeting with Prime Minister Ahmet Davutoglu, the abiding strength and closeness of Pakistan-Turkey relations was again emphasized and the determination to transform these cordial ties into a robust, multi-dimensional partnership was reaffirmed. Both sides noted the highly damaging effect of extremism and terrorism on Muslim countries and stressed the importance of concerted endeavours to combat this menace, while simultaneously fighting phenomena like Islamophobia. The President highlighted Pakistan’s efforts for regional peace and stability, including support for the Afghan peace and reconciliation process. Prime Minister Davutoglu extended his best wishes for such endeavours and reiterated Turkey’s readiness to continue to help reinforce the process of peace and development in Afghanistan. Views were also exchanged on intensifying Pakistan-Turkey economic ties including through early conclusion of the FTA, regular high-level exchanges, and advancement of bilateral cooperation in diverse fields through the HLSCC (High Level Strategic Cooperation Council) process.

In the meeting between President Mamnoon Hussain and Chief Executive of Afghanistan Dr. Abdullah Abdullah, the mutual commitment to work together to
address common challenges was reaffirmed. The President underlined the importance Pakistan attached to a peaceful and stable Afghanistan and highlighted the efforts being made for the promotion of the Afghan reconciliation process, including through the Quadrilateral mechanism. The two sides also discussed high level exchanges, including the upcoming visit of Chief Executive Abdullah Abdullah to Pakistan, as a means to intensify and reinforce efforts for peace and stability in Afghanistan and the region.

In his meeting with Belarus President Alexander Lukashenko, President Mamnoon Hussain shared Pakistan’s desire for closer economic ties between the two countries. The ongoing visit of the Minister of Industries of Pakistan to Belarus was highlighted. Both sides expressed satisfaction at the rapid growth of bilateral cooperation in recent years -- with frequent high-level exchanges and conclusion of agreements for enhanced collaboration in different fields. The two sides further agreed on systematic follow-up of these agreements and decided t
o undertake a regular review of implementation and progress. The President invited President Lukashenko to look into vast opportunities for beneficial economic collaboration in the industrial, technical, agricultural and other fields offered by rapid growth in Pakistan including in Punjab. It was agreed to sustain this process through high level exchanges.

Pakistan-Niger cooperation in political and economic domains was focused during the call on the President by Prime Minister Brigi Rafini. Both sides affirmed the desire to intensify mutual collaboration. The President also stressed the importance of educational and cultural cooperation and offered training assistance in various fields for further human resource development in Niger. The President also thanked Niger for its
consistent support on the Kashmir issue and active role in the OIC Contact Group on Jammu and Kashmir. Prime Minister Brigi Rafini conveyed the cordial greetings of the President of Niger, expressed solidarity with Pakistan in the face of recent terrorist attacks, and thanked for Pakistan’s support in Niger’s development efforts as well as for recent gift of rice. Both sides agreed to maintain regular high-level contacts.

Excellency, Mr. Secretary General, Distinguished Delegates,

Dear Brothers and Sisters,

Assalam-o-Alaikum

Let me begin by extending our heartfelt facilitations to you Mr. President on the assumption of the Chairmanship of the 13th Islamic Summit Conference by the Republic of Turkey.

I am happy to be in this historic city of Istanbul famous for its beauty and elegance. I thank the Government of Turkey for the warm and generous hospitality extended to me and my delegation.

I take this opportunity to convey our appreciation to the Republic of Egypt for its contributions as the outgoing Chair of the Islamic Summit.

We also commend Secretary General Iyad Ameen Madani’s wise and able stewardship of our Organization.

Mr. Chairman,

We are meeting at a time when the Muslim Ummah is facing unprecedented threat to its fraternity and harmony. The selection of the theme of the Summit - "Unity and Solidarity for Justice and Peace”, therefore, is most relevant and timely.

It is unfortunate that from amongst us, some dark forces harboring detestable notions, are trampling on fundamental human values. Their brutality and savagery is repelling. Our hearts bleed when they seek to justify their brutality in the name of our noble religion.

We must not allow the divisive schemes of these negatives forces to succeed. We must all hold fast together and resolve our differences through consultations amongst ourselves

The challenges confronting the Muslim world are enormous. We are proud inheritors of a civilization that was a trail-blazer in science and technology, art and culture and philosophy. Sadly, today we are suffering, in many parts, from underdevelopment, illiteracy and backwardness.  

Collectively, we need to focus on reclaiming our roles as harbingers of positive change. We must establish peace in our own societies, promote respect for differing views and curb any tendency to impose our views on others.

For the peace and security of the world, it is equally critical to shed colonial legacies of today’s polity and to rectify the historic injustices. Pakistan opposes foreign domination of Muslim people and occupation of their territories, as well as denial of their right to self determination.

Mr. Chairman,

An immediate, just and fair resolution of the Palestinian question is critical for peace, especially in the Middle East. Pakistan’s support to our Palestinian brothers has remained unreserved and firm. We will continue to support the people of Palestine in their struggle for the establishment of an independent Palestinian state, with Al-Quds Al-Sharif as its capital.

The unresolved Jammu and Kashmir Dispute is the other longstanding dispute of concern to the Muslim Ummah. The people of this occupied territory look towards the OIC Member States’ further continued support to their just struggle for their right to self-determination and the settlement of the issue in accordance with the resolutions of the United Nations Security Council.

Pakistan will continue to extend its political, diplomatic and moral support to the valiant people of the Indian Occupied Jammu and Kashmir, in their peaceful efforts for achieving their right to self-determination. 

The continued inability of the international community to promote a just and fair solution to these issues creates distrust in the efficacy of the international order. We must deliver on people’s hopes and aspirations, to deny space to those who exploit the sense of injustice and the pain of unabated injuries.

Mr. Chairman,

We are deeply concerned at the continuing and deliberate attempts to defame Islam and denigrate our Holy Prophet (peace be upon him) and our religious symbols. There are increasing instances of religious intolerance and discrimination against Muslims, especially Muslim minorities. We condemn Islamophobia, xenophobia and hate speech.

We attach high importance to the freedom of expression but we stand equally committed to the concern shared by OIC member states that it should not be misused to attack or hurt people’s sentiments or religious beliefs.

The World today needs, more than ever, a culture of tolerance and co-existence in societies. Pakistan has participated and will continue to contribute towards promoting inter-cultural and inter-religious dialogue.

Recent tragic incidents, from Brussels to Lahore and from Paris to Ankara, have once again reminded us that terrorism and violent extremism are a global phenomenon, not confined to any country or region. They have nothing to do with religion, nationality, creed or ethnicity.  Countering them requires comprehensive policies and increased international cooperation.

Pakistan's sacrifices and contribution for counter terrorism are unmatched. We condemn terrorism in all its forms and manifestations. Our counter-terrorism operation “Zarb-e-Azb” is successfully progressing towards the goal of eliminating all terrorists.

Mr. Chairman,

The guiding principles of my Government’s foreign policy are: “Peace for Development” and “Peaceful Neighborhood”. Immediately upon assuming office, I sent the message of peace to all our neighbours.

In the spirit of peace, we are committed to resolving all outstanding issues with India, including the issue of Jammu and Kashmir.

During the 70th Session of the UNGA in September 2015, I suggested a four point strategy aimed at improving Pakistan-India relations and ensuring peace and development in the region. Despite odds, we hold on to the hope that our desire for peace would be reciprocated.

We look forward to an uninterruptible, sustained and result oriented dialogue with India.

Mr. Chairman,

Pakistan desires lasting peace in Afghanistan, which can only be achieved through an Afghan-led and Afghan-owned reconciliation process. The Quadrilateral Coordination Group comprising Afghanistan, Pakistan, the United States and China is engaged in serious efforts for facilitating early peace talks between the Government of Afghanistan and the Taliban. Pakistan will continue to play a positive role in these efforts.

Lasting peace in Afghanistan will open new vistas for regional economic cooperation and infrastructure connectivity, which is another crucial element of my government’s policy. The most promising manifestation of this policy is the China-Pakistan Economic Corridor (CPEC), which comprises multiple infrastructure and development projects that would benefit not only the two countries but the entire region.

Mr. Chairman,

The OIC-2025 Programme of Action that we would adopt at this Summit is the first step towards realization of our joint commitment of making progress on the 18 identified priority areas. Pakistan stands ready to contribute towards effective implementation of the Programme of Action.

Socio-economic development and progress in science and technology are inter-dependent. Pakistan is privileged to host the OIC Committee on Science and Technology – COMSTECH. This Committee has, despite resource constraints, taken commendable steps for strengthening science and technology capacities in OIC Member States including hundreds of research grants and S & T thematic workshops. COMSTECH is also considering a major initiative, Ibn al Haitham Program for intra-OIC movement of researchers to mark the 1000th anniversary of this great Muslim scientist. We welcome the generous offer of government of Kazakhastan to host the first 'Science and Technology Summit'.

Mr. Chairman,

As the second largest inter-governmental organization, OIC must strive to reform the United Nations to make it more effective in dealing with the current and emerging challenges that confront all of us.

A more democratic, accountable, transparent and effective Security Council is in the interest of all the member states.

We must ensure adequate representation of the OIC Member States in the membership of an expanded Security Council. With clear stakes, we should all join hands to safeguard and promote our collective interest in this process.

As custodians of the affairs of the Muslim Ummah, the decisions that we take today would impact its future. Undoubtedly, well considered decisions, not only political but also in the fields of economics, education, science, technology, society and culture, are essential for the realization of our common goal of building peaceful, progressive and prosperous societies in our countries.

Pakistan remains committed to the noble ideals of our Organization and will continue to contribute towards achieving its objectives.

Dear Colleagues and OIC Secretary General

Ladies and Gentlemen

Assalam-o-Alaikum

May I express our heartiest congratulations to you on assuming the Chairmanship of Council of the Foreign Ministers Meeting Preparatory to the 13th Islamic Summit Conference.

May I also take this opportunity to recognize the contribution of the Republic of Egypt during its Chairmanship of the 12th Islamic Summit.

I also appreciate the wisdom and sagacity of the Secretary General for selecting Unity and Solidarity for Justice and Peace as the theme of this Summit Meeting.

As already pointed, our challenges today are enormous. Our people and their territories remain under foreign occupation. A number of brotherly countries are facing unprecedented turmoil. Our people are suffering unbearable misery and hardship as refugees in search of shelter. And then, our religion, our values, our outlook, our holy prophet, our symbols, indeed all that has association with our noble religion Islam is under attack.

In these difficult times, solidarity and unity of the Ummah is needed more than at any other time in our 1400 years long history. We must rekindle the spirit of brotherhood and one community that has characterized the Muslim people, for justice and peace, especially in Palestine and Afghanistan.

Resolving issues through mutual consultations, therefore, is not only our religious duty but also a political imperative for ensuring peace and security of our peoples. Any member state amongst us that could assist in bridging the differences between brotherly countries must step forward and help resolving them. Prime Minister Muhammad Nawaz Sharif acted in this spirit when he visited the Kingdom of Saudi Arabia and Islamic Republic of Iran in January 2016. We are thankful for the cooperation we received from our brothers.

We are also deeply concerned at the sharp rise in hate speech, discriminatory acts and social hostility against Muslims, especially the Muslim minorities. We are also witnessing increase in the instances of physical and psychological violence against Muslims and their businesses and places of worship. Muslim minorities are being alienated and marginalized. Many of them live in fear.

Western media's ignorant portrayals of Muslims provide fuel to this campaign of hate and bigotry. At a time when there is a need to urge all communities to develop tolerance and respect for each other, we see the unfortunate rise of political opportunism by spreading fear and xenophobia.

If left unchecked, such instances and political shortsightedness will grow rapidly in the years to come. It is our collective responsibility to reverse these trends.

We attach importance to the freedom of expression. We, however, refuse to accept that it allows insults against Islam and hate speech and incitement to violence against Muslims.

OIC can take a role of a lead partner in interfaith dialogue. The Secretariat may examine the possibility of holding a high level international event to highlight the dangers that growing intolerance and hostility may pose to the international peace and security.

Second, our educational systems, media, religious scholars and the civil society as a whole construct and propagate must promote tolerance and respect for differing views in our own societies.

The adoption of consensus Resolution 16/18 in the Human Rights Council is a commendable accomplishment of the international community against intolerance and discrimination. We must work towards the implementation of the Resolution's Action Plan agreed in the Human Rights Commission.

Today, terrorism and violent extremism pose serious threat to international peace and security. The menace has inflicted immeasurable human and economic losses.

Pakistan has always supported that a comprehensive counter terrorism strategy is needed to tackle this global problem.

The complexity of challenge also demands enhanced and shared understanding and deeper dialogue between countries, cultures and civilizations. We should always give due consideration to specific local context and religious and cultural sensitivities while crafting any international response to counter violent extremism.

Terrorism cannot and should not be associated with any religion, nationality, civilization or ethnic group.

The OIC must maintain its consensus on the issues related to terrorism.

OIC Contact Group on Jammu and Kashmir reaffirms OIC's continued support to the Kashmiris' right to self-determination

ISTANBUL, 12 April 2016: The OIC Contact Group on Jammu and Kashmir met on the sidelines of 13th OIC Summit and reiterated OIC's continued support to the people of Indian Occupied Jammu and Kashmir in their just struggle for realization of their right to self-determination in accordance with UN Security Council resolutions. 

The Adviser to the Prime Minister on Foreign Affairs, Mr. Sartaj Aziz, led Pakistani delegation to the meeting, which was chaired by the OIC Secretary General's Special Representative on Jammu and Kashmir, Ambassador Abdullah Al-Alim. Foreign Ministers of Azerbaijan and Turkey and Senior Representatives of Saudi Arabia and Niger attended the meeting. Turkish Foreign Minister specially attended the Contact Group meeting despite his engagement with the Council of Foreign Ministers as the Chair. 

Opening the meeting, Secretary General's Special Representative reiterated the principled position of OIC of continued support to the Kashmiri people in their legitimate struggle for the right to self-determination and underscored that the Contact Group had been constantly conveying the OIC,s concerns to the international community regarding the flagrant human rights violations and abuse of the basic rights of the Kashmiris. He regretted some attempts to equate the Kashmiri struggle with terrorism, and emphasized that the Kashmiris were solely striving to achieve their inalienable right in accordance with relevant UN resolutions. He welcomed the establishment of Standing Mechanism of OIC Independent Permanent Human Rights Commission (IPHRC) to monitor human rights situation in IOK which would present its report to the next session of OIC Council of Foreign Ministers. On its part, the Standing Mechanism will mantain close contact with the Kashmir civil society and NGOs working in the field to fulfill its mandated task. The Special Representative would also undertake a visit to Jammu and Kashmir shortly. 

Mr. Sartaj Aziz, in his key-note address, reiterated Pakistan's continued diplomatic, moral and political support to the people of Indian Occupied Jammu and Kashmir in their just struggle for realization of their right to self-determination in accordance with UN Security Council resolutions. He highlighted the human rights violations in IOK and appreciated the steadfast support of the OIC and the Contact Group member states to the people of IOK. 

The Foreign Ministers and Senior Representatives attending the meeting made the following points: 

Highlighted the unresolved nature of the Jammu and Kashmir dispute and underscored its implications for regional peace and security. Kashmir dispute must be resolved in accordance with the UN Security Council resolutions and the aspirations of Kashmiri people. Recommended that the OIC should keep close contact with relevant international organizations to sensitize the international community on Kashmir dispute and the human rights violations in IOK. Urged dialogue to the resolve the issue, for lasting peace in the region. 

Mr. Ghulam Muhammad Safi, participating on behalf of the True Representatives of Kashmiri People, highlighted the ground situation arising from the continued Indian occupation and oppression in IOK and urged for the resolution of the Kashmir dispute in accordance with UN Security Council resolutions. He thanked the continued support by the brotherly OIC countries and the member states of the Contact Group for their support to the oppressed people of IOK in their legitimate struggle for realization of their right to self-determination. He, on behalf of Kashmiri people, presented a Memorandum to the Secretary General's Special Representative. Indian government had imposed travel restrictions on a number of Kashmiri leaders from IOK preventing their participation in the meeting. 

The Contact Group on Jammu and Kashmir was formed in 1994 to coordinate policy of OIC on Jammu and Kashmir dispute. Azerbaijan, Niger, Pakistan, Saudi Arabia and Turkey are its members. The deliberations of the Contact Group reflect the solidarity of the OIC with the Kashmir cause.

Excellencies,

On behalf of the suffering but determined masses of Indian occupied Jammu Kashmir I, as their representative wish to express my profound gratitude to OIC in general and the brotherly member states of the Contact Group in particular ,for the unwavering support to our just and legitimate struggle for the realization of U.N guaranteed right to self determination..
We are hopeful that this commitment shall touch new heights with each passing day. In Shaa Allah.
Excellencies,
People of Jammu Kashmir, from day one, have been waging a persistent struggle against the occupying power to achieve this goal, but India emboldened by the criminal silence of some champions of freedom, human rights and human dignity, has devised a strategy of carrot and stick...economic packages and cultural aggression, demographic change and farcical elections and a policy of Catch and kill in the occupied territory to consolidate its occupation. Though India has left no stone unturned to change the Muslim majority complexion of the state, yet all such Indian efforts have proved to be an exercise in futility.
Excellencies
India rules Jammu Kashmir through stooges brought to power through a military exercise in the name of elections. Military and para military forces run the show, they are equipped with sophisticated weapons and provided with a legal cover to kill, arrest and molest under the draconian Armed Forces Special Powers Act, they are answerable to none.
 Innocent Youth of the disputed territory are dubbed as "Suspicious" and killed in fake encounters to earn Reward Money. This state of affairs has multiplied the number of orphans, disappeared persons and half widows in the disputed territory.  6 thousand mass graves, 10 thousand plus disappearances, same number of molestations and more than 94 thousand martyrs ask the U.N and the so called custodians of world peace, what is the required threshold to awaken world conscience is? How many more bodies, how many more orphans, half widows, burnt villages, mass graves and how many more disappearances?
Excellencies
Life imprisonment for a freedom loving Kashmiri does not mean 14-20 years in jail but imprisonment till death. There are many Kashmiri youth awaiting this fate.
A Kashmiri youth Muhammad Afzal Guru was hanged in Delhi in 2013 to satisfy the collective conscience of Indian masses (there was no concrete evidence against him).This year also there were protests in Jawahar Lal Nehru University Delhi and many other Indian Universities to mark his judicial murder. Authorities slapped sedition charges on student protestors. Pro Kashmir and pro "justice for kashmir"voices  are coming from within India, which augers well for the ongoing struggle for self determination.
Excellency
Hurriyet Chairman Syed Ali Geelani and his colleagues could not participate in this meeting because they have not been issued passports. They are detained or under house arrest and thus their freedom of movement and speech has been curtailed. This confinement has badly effected the health of ailing Geelani.
Excellencies
We have a legitimate right to protest against occupation till, by the grace of Allah and your support, we achieve our goal. India needs to understand that those who resisted the British to achieve freedom from the colonial power, were neither terrorists & separatists nor fundamentalists. Today when we resist Indian occupation, how can we be dubbed as terrorists, separatists and fundamentalists. Asking for implementation of UNSC resolutions is neither fundamentalism nor terrorism. We are the inhabitants of a recognised disputed territory, how can we be called Separatists.
Excellencies
Our three generations have suffered immensely. We want a better, bright and secure future for posterity. We, the people of Jammu Kashmir, look towards OIC to come forward and make the world realize that peace is always linked with justice. Injustices breed insecurity, tension and wars. It is my firm belief that peace, prosperity and stability in South Asia and the entire world hinges on the peaceful and just solution of Kashmir and Palestine issues in accordance with the relevant UNSC resolutions which provide the basic frame work and the Road map.
