Pakistan Donanması için 2. MİLGEM Sınıfı Korvetin Kızağa Konulması Töreni İstanbul'da Yapıldı


İSTANBUL, 30 Nisan 2021: Pakistan Donanması için inşa edilen ikinci MİLGEM Sınıfı Korvetin kızağa konulması töreni bugün İstanbul, Türkiye'deki Donanma Tersanesi'nde (INSY) düzenlendi.   

Istanbul Donanma Tersanesi'nde bulunan Pakistan Donanmasının Baş Deniz Müfettişi (Türkiye) Tuğamiral Ehsan Ahmed Khan bu olayın baş konuğuydu.  M/s ASFAT'ın kıdemli yöneticileri, INSY, Türk Loydu'ndan temsilciler ve diğer önemli kişiler ve Ankara'daki Pakistan Büyükelçiliği Deniz Ataşesi Deniz Albayı Mazhar Bashir törene katıldılar.

 

Misafirlere törende hitap ederken, Tuğamiral Ehsan, bugünkü olayın ortak değerlere, kültüre ve kadere sahip olan iki stratejik olarak birbirine bağlı iki millet arasındaki kardeşlik ve dostluk bağlarını daha da sağlamlaştırmak için önemli bir an olduğunu söyledi.  Kendisi, süre giden küresel panedmiye rağmen zorlu inşa etme planına uyan M/s ASFAT, INSY ve Türk Milli Savunma Bakanlığının bağlılığını ve adanmışlığını övdü.

 

Bu olay Pakistan Donanmasının 2. MİLGEM Korvetinin inşa etme planında önemli bir kilometre taşı olmuştur.  Pakistan Donanması M/s ASFAT ile dört korvetin inşası için bir anlaşma sonuçlandırmıştır, bunlardan ikisi INSY'de inşa edilirken diğer ikisi Karaçi Tersanesi ve Mühendislik İşlerinde inşa edilmektedir.  Bu korvetler gelişmiş bir Ağ Merkezli Savaş Yönetim Sistemiyle entegre olmuş en son teknolojideki yüzey, yüzey altı ve anti hava silahlarıyla ve sensörlerle donatılacaktır. 

 

MİLGEM korvetlerinin inşası, güvenli ve istikrarlı deniz ortamlarını sağlayacak şekilde, Pakistan Donanmasının deniz savunması ve caydırıcılık kapasitesini belirgin olarak arttıracaktır.  Bu korvetler Pakistan Donanması'nın konvansiyonel ve konvansiyonel olmayan zorluklara karşı hareketli biçimde yanıt vermesini ve Hint Okyanusu Bölgesindeki güç dengesini sağlayacaktır.

Keel Laying Ceremony of 2nd MILGEM Class Corvette for Pakistan Navy held in Istanbul


ISTANBUL, 30 April 2021: Keel laying ceremony of the second MILGEM Class Corvette being constructed for the Pakistan Navy was held today at Istanbul Naval Shipyard (INSY), Turkey.  

Commodore Ehsan Ahmed Khan, Chief Naval Overseer (Turkey) of Pakistan Navy stationed at Istanbul Naval Shipyard was the chief guest. Senior management of M/s ASFAT, INSY, representatives from Turkish Lloyed and other dignitaries as well as Naval Attache of Pakistan Embassy Ankara Captain Mazhar Bashir attended the ceremony.

 

While addressing guests at the ceremony, Commodore Ehsan said today’s event is a defining moment to further cement the bonds of brotherhood and friendship between the two strategically aligned nations with common values, culture and faith. He acknowledged the commitment and dedication of M/s ASFAT, INSY and Turkish Ministry of National Defence for meeting the challenging construction schedule despite ongoing global pandemic.

 

The event marked an important milestone in the construction schedule for the 2nd MILGEM Corvette for the Pakistan Navy. Pakistan Navy has concluded a contract with M/s ASFAT for construction of four corvettes out of which two are being constructed at INSY whereas the remaining two are being constructed at Karachi Shipyard and Engineering Works. These corvettes will be fitted with state of the art surface, sub-surface and anti-air weapons and sensors integrated through an advanced Network Centric Combat Management System. 

 

The induction of MILGEM corvettes will significantly enhance maritime defence and deterrence capabilities of Pakistan Navy which will ensure secure and stable seas. These corvettes will become a core element of Pakistan Navy’s kinetic response to traditional and non-traditional challenges and to maintain balance of power in the Indian Ocean Region.

Bilateral Meeting of the Foreign Ministers of Pakistan and Foreign Minister of Turkey in Istanbul


ISTANBUL, 23 April 2021: Foreign Minister of Pakistan Makhdoom Shah Mahmood Qureshi met with Turkish Foreign Minister Mevlüt Çavuşoğlu on 23 April 2021 in Istanbul.

During the meeting, the two Foreign Ministers discussed various dimensions of bilateral relations — including political and diplomatic engagement, economic cooperation, as well as the regional security situation.

Foreign Minister Qureshi highlighted excellent bilateral relations between the two countries, based on shared history and commonality of views. The two sides discussed the ongoing preparations for the 7th Session of the High-Level Strategic Cooperation Council (HLSCC) that will be held in Turkey post Ramadan.

Foreign Minister Qureshi also reiterated appreciation for Turkey’s principled and steadfast support on the issue of Indian Illegally Occupied Jammu & Kashmir.

During the meeting, the two Foreign Ministers also exchanged views on the Afghan peace process, Istanbul Conference, and the US announcement on withdrawal of foreign troops. Highlighting Pakistan’s abiding interest in a peaceful, secure and stable Afghanistan, Foreign Minister Qureshi underscored Pakistan’s consistent efforts to facilitate the Afghan peace process. He expressed the hope that the Afghan parties would realize the opportunity and workout an inclusive politically negotiated settlement. The Foreign Ministers also lauded Turkey’s invaluable efforts to re-energize the Afghan peace process.

It was the third meeting between the two Foreign Ministers in 2021. Foreign Minister Çavuşoğlu had visited Pakistan in January 2021 and the two Foreign Ministers also met on 29 March 2021 on the sidelines of 9th session of Heart of Asia-Istanbul Process Ministerial Conference in Dushanbe, Tajikistan. The frequency of high-level exchanges between the two countries reflects the strength of the bilateral relationship.


Foreign Minister Qureshi meets Afghan Foreign Minister Haneef Atmar in Istanbul


ISTANBUL, 23 April 2021: Foreign Minister of Pakistan Makhdoom Shah Mahmood Qureshi held a bilateral meeting with Afghan Foreign Minister Haneef Atmar in Istanbul today. During the meeting, they discussed latest developments in the Afghan peace process and strengthening of bilateral relations.

On the peace process, the Foreign Minister emphasized the need for concerted efforts for a meaningful engagement among the Afghan stakeholders for a negotiated settlement to bring to an end over four-decades long conflict in Afghanistan.

Foreign Minister Qureshi expressed the hope that when the Istanbul Conference would be held, all Afghan stakeholders would use this opportunity to engage in serious negotiations to develop a roadmap for an inclusive political settlement in Afghanistan.

Foreign Minister Qureshi reiterated Pakistan’s commitment to strengthen bilateral relations with Afghanistan in all fields. In this regard, he highlighted the need for both sides to make effective use of APAPPS to strengthen multi-faceted institutional engagement between the two countries.

The Foreign Minister stated that durable peace in Afghanistan will open opportunities for enhancing regional economic cooperation and connectivity.

The two Ministers also discussed the need for facilitative visa regimes for movement of people and release of prisoners on humanitarian grounds.

Joint Statement Adopted at the Conclusion of the Trilateral Meeting of the Ministers of Foreign Affairs of the Islamic Republic of Afghanistan, the Republic of Turkey and the Islamic Republic of Pakistan, (Istanbul, 23 April 2021)

His Excellency Mevlüt Çavuşoğlu, Foreign Minister of the Republic of Turkey, His Excellency Mohammad Haneef Atmar, Foreign Minister of the Islamic Republic of Afghanistan, and His Excellency Makhdoom Shah Mahmood Qureshi, Foreign Minister of the Islamic Republic of Pakistan held a Trilateral Meeting in İstanbul, on 23 April 2021. 

On the occasion of the Trilateral Meeting, the three Foreign Ministers:

Reiterated their commitment to support a peaceful, sovereign, independent, democratic and unified Afghanistan, 

Recognized that a sustainable peace can be achieved only through an inclusive Afghan-led and Afghan-owned political process that aims a permanent and comprehensive ceasefire along with an inclusive political settlement to end the conflict in Afghanistan, 

Emphasized their support to the Afghanistan Peace Process and the ongoing Afghanistan Peace Negotiations in Doha for the achievement of a just and durable political settlement, 

Recognized the efforts of Turkey, Qatar and the UN to hold a high-level meeting in İstanbul aimed at giving momentum to the ongoing Afghanistan Peace Negotiations, 

Recalled that the Istanbul Conference had been postponed after extensive discussions with all relevant parties with a view to holding the Conference when conditions for making meaningful progress would be more favorable, therefore called on all parties, in particular the Taliban to reaffirm their commitment for achieving an inclusive negotiated settlement leading to lasting peace in Afghanistan desired by the Afghan people, the region and the international community. 

Deplored the continuing high level of violence in Afghanistan, especially regretted the high number of civilian casualties and particularly condemned attacks targeting civil service employees, civil society activists, human rights defenders, journalists and media workers, 

Emphasized the urgent need for an immediate ceasefire both to end the existing high level of violence and to provide a conducive atmosphere for the peace talks, 

Recognized the importance of the Heart of Asia-Istanbul Process (HoA-IP) as a substantial platform that contributes to regional stability in fields ranging from political and security cooperation to economic integration, 

Reiterated their common resolve to combat terrorism in all its forms and manifestations, 

Acknowledged the role of the regional and neighboring countries, in particular Pakistan and Iran in hosting Afghan refugees for more than four decades and called for creating conducive conditions in Afghanistan for their voluntary, safe, dignified, expeditious and sustainable repatriation through a well-resourced plan, 

Urged international community to continue to assist host countries in taking care of the essential needs of Afghan refugees and to provide support to the repatriation and reintegration efforts of the Government of Afghanistan, 

Expressed their determination to enhance cooperation on regional connectivity in transport, trade, energy, people-to-people contacts, education, social and cultural exchange, tourism, 

Discussed the far-reaching implications of the COVID 19 pandemic on economic growth and public health, agreed to exchange information, research, expertise and best practices, and called for enhanced international cooperation and solidarity to effectively address the challenge, keeping in view financial and capacity limitations of developing countries, 

Recognizing the contribution of the Trilateral Summit Process to regional dialogue and cooperation, agreed on planning for the revitalization of the said Process in order to deepen bilateral as well as trilateral cooperation among the three countries to address common security threats and work on existing regional economic opportunities,

Turkey visit of the Foreign Minister of Pakistan


Foreign Minister Makhdoom Shah Mahmood Qureshi will undertake a two-day official visit to Turkey on 23 April 2021 on the invitation of Foreign Minister of Turkey Mevlüt Çavuşoğlu.

During the visit, the Foreign Minister will have bilateral talks with Foreign Minister Mevlüt Çavuşoğlu. He will also participate in a trilateral meeting of the Foreign Ministers of Pakistan, Turkey and Afghanistan.

During the bilateral talks, the two Foreign Ministers will review the entire spectrum of bilateral relations and discuss preparations for the 7th Session of the High-Level Strategic Cooperation Council (HLSCC), which will be held in Turkey this year. The two sides will also discuss the regional security situation.

In the trilateral meeting with the Foreign Ministers of Turkey and Afghanistan, the Foreign Minister will discuss the latest developments in the Afghan peace process, exchange views on achieving the shared objectives of a peaceful and stable Afghanistan through an Afghan-led and Afghan-owned political process and highlight Pakistan’s valuable efforts towards this end.

The fraternal relations between Pakistan and Turkey are deeply embedded in common faith, culture and history and underpinned by exceptional mutual trust and respect.

The Foreign Minister Qureshi’s visit to Turkey is part of regular high-level exchanges between the two countries. Foreign Minister Çavuşoğlu visited Pakistan in January 2021 and the two Foreign Ministers also met on 29 March 2021 on the sidelines of 9th session of Heart of Asia-Istanbul Process Ministerial Conference in Dushanbe, Tajikistan.

Statement by the Prime Minister Islamic Republic of Pakistan Imran Khan at the 10th D-8 Virtual Summit 8 April 2021


Honourable Heads of States and Governments,

D-8 Secretary General,

Excellencies,

Assalam-o-Alaikum,

I congratulate Prime Minister Sheikh Hasina on assuming stewardship of the D-8 and commend President Erdogan for ably steering the Organization during the past four years. 

It is a pleasure for me to share my perspective on this Summit’s focus on building partnerships to harness the “Power of Youth and Technology” in a transformative world. This theme is extremely significant today. 

Excellencies, 

Our world today is at a defining moment because of the inter-connectedness, and the economic, social and environmental vulnerabilities created by this inter-connectedness.

The COVID-19 pandemic has caused death of over 2.9 million people. 

More than 250 million people became unemployed and lost their jobs.

Trillions of dollars were lost as a result of global economic contraction. 

The virus has taken a heavy toll on poor countries and the poor in all countries. 

Also, inequalities have been accentuated within the countries and between rich and poor countries. 

The developing countries are faced with the dilemma of not only saving people from the deadly virus, but also saving from hunger. 

Today, the world boasts the largest number of young people in history. Even before the pandemic struck, around one-fifth of the global youth was unemployed and did not have the education and the skills to equip them for the 21st century. 

We owe it to our youth to turn this around.

We have 550 million youth population in D-8 countries. Our youth has not only the potential to optimize our opportunities, but also overcome our common challenges. 

They are entrepreneurs, business innovators, technology pioneers, educators, activists, artists, and journalists.

We must create new opportunities for this predominant component of our population. 

Harnessing technology, promoting innovation, investing in youth education, skills and training, is, therefore, an urgent imperative. 

We, in Pakistan, are pursuing these initiatives through programmes such as KamyabJawan, Hunarmand Pakistan, a Youth Entrepreneurship Scheme, and Digital Pakistan.

Excellencies, 

Around a hundred years ago, our poet philosopher Allama Iqbal had said “Stillness is elusive, only transformation is permanent in the Universe.”

In a century since the times of Iqbal, the world has changed tremendously. 

The pace of change has intensified in recent times. The rate of change has become exponential.

Information and technology breakthroughs are fast transforming science fiction of yesterday into today’s reality. 

Only five years ago, the World Economic Forum had predicted that the Fourth Industrial Revolution “will fundamentally alter the way we live, work, and relate to one another.”

Today, as we meet on a virtual platform, already we can sense the arrival of such a revolution. 

Excellencies, 

Contemporary global challenges of a changing world are a moving target. No single country can address these complexities in isolation. 

Partnerships are essential. 

I am happy that, in D-8, we have a platform to work together for mutual benefit and win-win solutions. 

In our view, the D-8 would do well to pay special attention to the following three areas while dealing with the rapidly transforming world:

Firstly, as net producers of primary global commodities, the D-8 must conceive projects that harness technology for supply-side improvements, with special emphasis on efficiency and productivity. 

With costs of transportation and communications improving due to innovations, the D-8 members must partner to keep pace with logistics and global supply chains. 

Secondly, the D-8 should brainstorm ideas to insulate its members from disruptions in labour markets due to technology and innovations. 

As automation substitutes for labour across the world, the labour-intensive economies of D-8 face challenges of unemployment and social disruption. 

Thirdly, the D-8 should call for COVID vaccine to be treated as a global public good, ensure equity, affordability, enhanced production and timely supply to save lives.

We must push back against vaccine nationalism and undue export restrictions. The global vaccine manufacturing companies must either speed up production or share their technology and expertise with developing countries for adequate vaccine supply. 

Excellencies, 

23 years ago, a shared vision motivated our countries to establish D-8 to improve member states’ position in the global economy, diversify and create new opportunities in trade relations, enhance participation in decision-making at international level, and improve standards of living. 

Today, D-8 is a grouping of over one billion people, with a combined GDP of US$ 4 trillion. 

We possess the two essential pre-requisites for growth – resources and enterprising people.

As part of our endeavours to realise the vision of D-8 in these testing times, I propose the following five-pronged roadmap:

One, we must mobilize financing and resources to recover robustly from the economic and health crises induced by the COVID pandemic. 

To address the unique economic and financial challenges faced by developing countries as a result of the pandemic, I have already suggested a 5-point plan. This includes: debt relief; creation and redistribution of Special Drawing Rights (SDRs); mobilization of climate finance; eliminating illicit financial flows; and return of stolen assets to developing countries. It was in this context that I called for a “Global Initiative on Debt Relief” last April. 

I invite the D-8 members to consider these five points and join in advocacy for COVID related relief measures.

Two, we must take concrete actions to achieve the target of expanding intra D-8 trade from currently around US$100 billion to US$ 500 billion by 2030. It should include measures like simplification of border procedures, enhancing institutional linkages, and operationalizing new initiatives. We welcome ideas like the D-8 Payment Card which would enable transactions in local currencies.

Three, the D-8 should develop a “Youth Engagement Strategy” focused on promoting cultural, educational, and scientific and business exchanges. Linkages should be established between educational institutions through scholarships, skills development, trainings, fellowships, joint research, and exchange programmes for the youth, particularly in the field of science, technology and innovation.

Four, technological development is a gateway to economic prosperity, particularly in the post-pandemic period when reliance on technology would be greater than ever before in human history. To remain competitive, we must promote knowledge-based economies, increase expenditure on research and development, and focus on rapid digitalization. Pakistan has recently hosted the inaugural meeting of the D-8 Network of Pioneers for Research and Innovation (NPRI).   

Five, we should make D-8 more relevant to the lives of our citizens by promoting food security, enhancing cooperation in health, holding joint sports events and helping each other during natural disasters. 

To achieve these goals, we need high level of commitment and mobilization of financial resources by both developed and developing economies. 

Partnerships between governments, international financial institutions, businesses and civil society are essential to leverage technology, innovation and skills to enable every young person to have all opportunities to realise their full potential.  

I am confident that our collective wisdom and commitment will bring a new vigour to D-8.
