Revised quarantine regulations of Turkey for passengers coming from Pakistan
ANKARA, 28 June 2021: The Turkish authorities have today issued revised policy regarding the mandatory quarantine requirement on passengers arriving in Turkey.
As per the new policy, which will go into effect on 1st July 2021, the quarantine period for passengers arriving from Pakistan and Afghanistan has been reduced from 14 to 10 days. Meanwhile, the arriving passengers, who have been in Bangladesh, Brazil, South Africa, India, Nepal, and Sri Lanka in the last 14 days, will continue to observe the mandatory 14-day quarantine period upon arrival in Turkey.
The Turkish authorities have also informed that additional details on quarantine arrangements including options for passengers from Pakistan will be issued soon.
Ever since the quarantine requirements were first issued for passengers from Pakistan on 1st June 2021, the Embassy of Pakistan in Ankara has remained in touch with the relevant Turkish authorities and continues to share details of the improving COVID-19 situation in Pakistan as a result of the policies adopted by the Government of Pakistan. Based on the scientific data, the Turkish authorities have been requested to revisit the policy of mandatory quarantine requirement for passengers arriving from Pakistan. The Embassy of Pakistan will continue to remain engaged with the Turkish authorities on the matter.
Passengers traveling from Pakistan to Turkey are kindly advised to review their travel plans in the light of revised regulations.
Chief of Army Staff of Pakistan on a day long visit to meet Turkey's top defence leadership
General Qamar Javed Bajwa, Chief of Army Staff (COAS) on a day long official visit to the Republic of Turkey called on His Excellency General Hulusi Akar (Retired), Minister of National Defence of the Republic of Turkey, wherein His Excellency General Yasar Guler, Commander Turkish General Staff and His Excellency General Umit Dundar, Commander of the Turkish Land Forces were also present.
During the meeting, matters of mutual interests, regional security situation including recent developments in Afghan Peace Process and bilateral defence and security cooperation in various fields were discussed. COAS acknowledged the Turkish engagements with Pakistan especially the ongoing efforts for continuing the positivity for peace in the region. He also reiterated that Turkey is one of the key Muslim countries in the region and that enhanced Pakistan-Turkey cooperation will have positive impact on regional peace and stability.
The dignitaries appreciated Pakistan's positive role for regional peace and stability, especially the Afghan peace process and pledged to continue working for better relations between two brotherly countries. Earlier on arrival, COAS was also presented with a Guard of Honour by a smartly turned out military contingent.
Bilateral Meeting of the Foreign Minister of Pakistan and Foreign Minister of Turkey, 20 June 2021
Pakistan Foreign Minister Makhdoom Shah Mahmood Qureshi met with the Foreign Minister of Turkey Mevlüt Çavuşoğlu on 20 June 2021 in Antalya.
Foreign Minister Qureshi congratulated his Turkish counterpart on successfully organising Antalya Diplomacy Forum, which saw high-level attendance of global leaders. He noted that the Forum provided an excellent opportunity to discuss and to engage on various contemporary global issues.
While taking stock of the excellent bilateral relations between the two countries, the two sides discussed the ongoing preparations for the 7th Session of the High-Level Strategic Cooperation Council (HLSCC) that will be held in Turkey this year.
The two Foreign Ministers exchanged views on the latest developments in the Afghan peace process and the withdrawal of international troops from Afghanistan. Foreign Minister Qureshi lauded Turkey’s valuable efforts and its outreach to various Afghan parties. Underscoring Pakistan’s abiding interest in a peaceful, secure and stable Afghanistan, Foreign Minister Qureshi illustrated Pakistan’s consistent efforts to facilitate the Afghan peace process. He expressed hope that the Afghan parties would seize the opportunity and workout an inclusive politically-negotiated settlement.
It was Foreign Minister Qureshi’s third visit to Turkey in three months upon the invitation of Foreign Minister Çavuşoğlu. The frequency of high-level interaction between the two sides reflects the strength of the bilateral relationship.
Meeting of the Foreign Minister of Pakistan with H.E. Dr. Vjosa Osmani, President of Kosovo and H.E Ms. Donika Gervalla, Second-Deputy Prime Minister and Minister of Foreign Affairs and Diaspora of Kosovo, 19 June 2021
Foreign Minister Makhdoom Shah Mahmood Qureshi called on the President of the Republic of Kosovo, H.E. Dr. Vjosa Osmani on the side-lines of Antalya Diplomacy Forum on 19 June 2021 in Antalya, Turkey. The Second-Deputy Prime Minister and Minister of Foreign Affairs and Diaspora of the Republic of Kosovo, H.E. Ms. Donika Gervalla, was also present in the meeting.
Foreign Minister Qureshi conveyed his heartfelt felicitations and warm wishes, on behalf of the Government as well as the people of Pakistan, to the newly elected leadership of Kosovo and expressed that the Government of Pakistan looked forward to working closely to further strengthen the bilateral relations.
President Osmani thanked the people and the Government of Pakistan for their warm sentiments and for consistent support for the people of Kosovo after their declaration of independence and at various multilateral fora.
Foreign Minister Qureshi reiterated Pakistan’s support for all efforts aimed towards peace and stability in the Balkans. Views were also exchanged on issues of regional and international importance during the meeting.
Foreign Minister holds bilateral meeting with Foreign Minister of Iran
Foreign Minister Qureshi congratulated Foreign Minister Zarif on the successful conclusion of Presidential elections in Iran and extended best wishes to government and people of Iran.
The two Foreign Ministers reviewed the entire range of bilateral relations and the evolving regional situation.
The two Foreign Ministers noted the positive trajectory in bilateral relations in various areas in the last few years. Foreign Minister Qureshi recalled the signing of an MOU on border sustenance markets and opening of additional border crossing points, which would further strengthen people to people linkages and improve livelihood in the border regions.
Both Foreign Ministers also exchanged views on the latest status of the Afghan peace process. Highlighting Pakistan’s abiding interest in a peaceful, secure and stable Afghanistan, the Foreign Minister underscored Pakistan’s consistent efforts to facilitate the Afghan peace process. He expressed the hope that the Afghan parties would realize the opportunity and workout an inclusive politically negotiated settlement.
This was the third meeting between the two Foreign Ministers in the past few months. Earlier Foreign Minister Qureshi had paid an official visit to Iran in April 2021.
Participation of the Foreign Minister of Pakistan in a panel discussion at the Antalya Diplomacy Forum, 19 June 2021
Foreign Minister Makhdoom Shah Mahmood Qureshi participated in a high-level panel discussion on ‘Regional Cooperation in Asia’ along with the Foreign Ministers of Kyrgyzstan, Malaysia, Tajikistan and Uzbekistan in Antalya Diplomacy Forum in Antalya, Turkey, on 19 June 2021.
Foreign Minister Qureshi highlighted the challenges being faced by Asia in form of unresolved disputes, tensions induced from within and without, renewed arms race, containment policies, unilateralism, poverty, COVID-19 and climate change.
The Foreign Minister called for a renewed focus by Asian countries on geo-economics and underlined the three pillars of Pakistan’s policy: regional connectivity, development partnerships, and peace and prosperity.
Highlighting the potential of Asia in the 21st Century, Foreign Minister Qureshi drew attention to the possibilities of cooperation that existed on the continent. He emphasized that connectivity and greater regional integration in form of trade and investment would pave the way for a successful Asian century. In this context, he noted that China Pakistan Economic Corridor (CPEC), as a flagship project of Belt and Road Initiative, offered great opportunities for the countries of the region.
Foreign Minister Qureshi stressed the need for promotion of a rules-based global order. In his remarks, he also laid out five steps to promote greater regional cooperation in Asia:
- Focus on sustainable development;
- Focus on poverty alleviation;
- Engagement with the international community and international financial institutions for debt relief for developing countries in Asia in order to provide them with fiscal space to deal with the challenges;
- Arresting illicit financial flows out of Asia gained from proceeds of crime and corruption;
- Tackling climate change.
During the discussion, the Foreign Ministers on the panel called for increased multilateralism to deal with the challenges faced by Asia and agreed on the need for a renewed focus on transit and connectivity projects in the region.
Foreign Minister Qureshi is on an official visit to Turkey to participate in the Antalya Diplomacy Forum, where several global political leaders, and diplomats have gathered for discussions on important thematic global issues. The theme of the Forum is ‘Innovative Diplomacy: New Era, New Approaches’.
Foreign Minister’s meeting with Palestinian Foreign Minister on the sidelines of Antalya Diplomacy Forum 18 June 2021
Pakistan Foreign Minister Makhdoom Shah Mahmood Qureshi met with Palestinian Foreign Minister Dr. Riyad Al Maliki on the sidelines of the Antalya Diplomacy Forum on 18 June 2021.
During the meeting, Foreign Minister Qureshi reiterated Pakistan’s unwavering support for the Palestinian cause and underscored the importance of two-State solution based on pre-1967 borders under the relevant UNSC resolutions for sustainable peace in the region. He also expressed strong concerns on the latest Israeli strikes against Gaza after the recent ceasefire.
Foreign Minister Maliki briefed Foreign Minister Qureshi on the latest situation in Palestinian Occupied Territories. He also conveyed deep appreciation on behalf of the Palestinian President and people of Palestine to the Foreign Minister for proactively taking up the case of Palestine at the UN General Assembly during the recent Israeli aggression against Gaza.
Both Foreign Ministers exchanged views on rising Islamophobia and agreed on the need for evolving a joint strategy to counter discrimination against all religious faiths, particularly against Muslims.
Foreign Minister Qureshi also extended an invitation to Foreign Minister Maliki to visit Pakistan. Foreign Minister Maliki accepted the invitation and responded that he looked forward to visiting Pakistan in the near future.
Foreign Minister’s meeting with the EU High Representative/Vice President on the sidelines of the Antalya Diplomacy Forum in Turkey
Foreign Minister of Pakistan Makhdoom Shah Mahmood Qureshi and the European Union High Representative for Foreign Affairs and Security Policy/Vice President (HR/VP) of the European Commission Josep Borrell met on the sidelines of the Antalya Diplomacy Forum in Turkey on June 18. The two leaders discussed the entire spectrum of Pakistan-EU relations as well as global and regional situation, including the Afghan peace process and Indian Illegally Occupied Jammu and Kashmir (IIOJK).
The Foreign Minister underscored that Pakistan-EU relations had further strengthened with the implementation of the Strategic Engagement Plan (SEP), signed in June 2019. He maintained that the SEP had ushered in a new era in bilateral ties and provided a solid architecture for multi-dimensional cooperation.
Emphasizing the importance of bilateral trade, the Foreign Minister highlighted that GSP Plus had been a mutually beneficial undertaking and played an important role in the growth of trade between the two sides. He reiterated Pakistan’s firm commitment towards the GSP Plus preferential trade regime and effective implementation of the twenty-seven related international conventions.
The two leaders also exchanged views on the Covid-19 Pandemic. Appreciating the EU’s support, the Foreign Minister delineated the steps taken by Pakistan to effectively tackle the situation. The Foreign Minister also briefed on Pakistan’s progress towards the comprehensive implementation of the Financial Action Task Force (FATF) Action Plan and sought the EU’s support in the review process.
The Foreign Minister emphasized that at a time of rising Islamophobia, racism and populism, the international community must show a common resolve against xenophobia, intolerance and incitement to violence on the basis of religion or belief.
In the regional context, the Foreign Minister briefed on Pakistan’s vital contributions to the Afghan peace process and stressed that the conflict could only be settled through an Afghan-led and Afghan-owned political process. Both sides urged all Afghan factions to seize the historic opportunity presented by the current peace process to settle the conflict through political means. The Foreign Minister emphasized the need for continued engagement of the international community after withdrawal of foreign forces from Afghanistan. The two sides agreed to cooperate in facilitating the peace process, resettlement of Afghan refugees, preserving the socio-political gains of the past two decades and supporting Afghanistan post-withdrawal.
The Foreign Minister also briefed the HR/VP on the continued precarious human rights and security situation in IIOJ&K and the latest moves by the Indian government to perpetuate its illegal occupation. He urged the EU side to take note of the systemic and gross human rights violations in IIOJK and play its role for resolution of the dispute in accordance with the UNSC resolutions and the aspirations of the people of Jammu and Kashmir. EU HR/VP Borrell shared his concern on the prevailing situation in the IIOJ&K.
The two leaders agreed to continue to maintain high level engagement to further strengthen Pakistan-EU relations. EU HR/VP Borrell extended an invitation to the Prime Minister of Pakistan for a working visit to Brussels. The Foreign Minister reiterated invitation to the High Representative to visit Pakistan.

Ladies and Gentlemen,
Assalam-o-Alaikum!
I would like to take this opportunity to offer my profound gratitude to Saadet Party and the Chairman, H.E Mr. Temel Karamollaoğlu, for organizing this event to commemorate the 24th Anniversary of establishment of the D-8 Organization for Economic Cooperation. I am indeed very pleased and honored to be here today.
On this day, 24 years ago, the former Prime Minister of Turkey, Professor Dr. Necmettin Erbakan, turned his vision of creating an organization to harness the economic potential of 8 developing countries from the Muslim World, into a reality. Thus, the leaders of Pakistan, Iran, Bangladesh, Egypt, Indonesia, Malaysia and Nigeria joined hands to realize Dr. Erbakan’s idea and the Developing Eight Organization for Economic Cooperation came into being.
The idea and vision of D-8 was indeed one of its kind and called for achieving prosperity and development in the Muslim world by eliminating existing trade barriers, bringing about technological advancements, achieving optimum human resource development and eradicating poverty.
At the first D-8 Summit held in 1997, the leaders of the Muslim World pledged to improve their position in the world economy by diversifying and creating new opportunities in trade relations, achieving enhanced participation in decision-making at the international level, and working towards providing a better standard of living for the millions inhabiting these states.
And the promises made back then hold true to this day.
During the recently concluded 10th D-8 Summit, the leaders once again pledged to have increased integration into the global economy as well as the world of education and culture. They also promised to dedicate their resources towards equipping their youth with the necessary skills set along with technological support, to be able to change their dynamics in an ever-evolving world.
At the inception of D-8 in 1997, the population of these eight countries was over 700 million and accounted for 13% of world population. They had an internal trade of less than US$ 17 billion. Situated across continents, separated by oceans, these countries shared collective ideas of development and wanted a greater share for their countries in the world’s economy.
Currently, D-8 countries in total account for a population of 1.1 billion, almost 4 trillion dollars of GDP, 1.5 trillion dollars of export and 110 billion dollars of intra-trade. It is indeed a prominent economic organization accounting for almost 5% of the global GDP. Almost 50% of OIC’s total trade comes from the D-8 member states.
The D-8 Member states are lucrative investment hubs for foreign investors as they host a share of 10% of the total foreign investments in the world. There is no denying that the macroeconomic indicators have clearly depicted the D-8 Organization as the next “Economic Powerhouse”.
Despite good indicators, progress falls short of promise and potential. Though in the last 20 years, D-8 intra-trade has increased more than seven-folds from USD 15 billion in 1997 to about USD 110 billion in 2018, it has the potential to increase manifold. Let us not forget that in the Kuala Lumpur Summit in 2008, the organization had set a D-8 intra-trade target of US$ 500 billion to be achieved by 2018.
The advent of the COVID-19 pandemic has impacted on the economic growth of the Member States as well as the organization as a whole.
Industries, production and exports and imports of the D-8 member states have been seriously affected. Tourism arrivals and receipts have decreased. Unemployment is the logical consequence.
More than anything, the pandemic has made the Member States realize that they need to deepen their cooperation and work together to fight the pandemic.
As Member States, we must promote knowledge-based economies and focus on rapid digitalization. And we all witnessed during the COVID times how big a role technology plays in our daily lives when the world was locked in and made to interact through technology only.
Pakistan remains committed to the principles and purposes of this organization, and above all, to its underlying spirit. It is also actively contributing to make this organization more effective and responsive to the needs of the contemporary times.
We have ratified almost all D-8 instruments. In last six months, Pakistan has hosted four key sectoral meetings of D-8 - a clear demonstration of our resolve to do our part in furthering the work of the Organization.
Pakistan’s vision of regional cooperation and development is anchored in ‘responsibility within and beyond’. The Naya Pakistanpolicy of the present government focuses on economic security.
Pakistan hosted the inaugural meeting of the D-8 Network of Pioneers for Research and Innovation (NPRI) on 21 December 2020 and we believe that through this network, D-8 will be able to expand the level of innovation in the Member States and equip them with the necessary tools and techniques to achieve economic growth and sustainable development.
D-8 was based on an idea that was deeply rooted in the sense of a common history and a shared cultural heritage, spanning over centuries. This idea and the underlying spirit of this organization resonate far beyond the geographical expanse of this organization.
Indeed, what will inspire us to move forward on the path of cooperation and development is recalling the great dream and vision of Prof. Dr. Necmettin Erbakan, which is imbued in the very foundation of D-8.
I am confident that our collective wisdom and commitment will bring a new vigour to D-8.

Turkish government travel guidelines and efforts of Pakistan Embassy
ANKARA, 2 June 2021: Following the announcement on 1 June 2021 of new regulations by the Turkish authorities imposing a quarantine of 14 days on passengers arriving from Pakistan, the Pakistan Embassy has been in touch with the Turkish side about this decision.
As per the decision of the Turkish authorities, fully vaccinated persons would still need to do a mandatory quarantine. It is also mandatory for those incoming passengers holding a valid Turkish residence card, including students. Pakistani nationals who are travelling for medical purposes can be exempted from this mandatory quarantine on case to case basis; however they must possess a valid PCR test, and will undergo quarantine at their hospitals.
Passengers travelling from Pakistan to Turkey are advised to re-assess their travel plans in light of these new travel regulations announced by the Turkish authorities. Moreover, all Pakistanis are once again encouraged to follow the host government guidelines and health advisories.
Pakistanis are requested to use the emergency helpline numbers and email addresses available at the Embassy’s website https://pakembassyankara.com and bring to its notice any problems being faced by them so that they may be taken up appropriately. The Embassy and the Consulate General would endeavor to help within the purview of the host government rules and regulations.
New travel regulations by the Turkish authorities for travelers from Pakistan
ANKARA, 2 June 2021: Following the announcement of new regulations by the Turkish authorities imposing a quarantine of 14 days on passengers arriving from Pakistan with effect from 1st June, the Pakistan Embassy is in touch with the Turkish authorities about this decision.
A number of Pakistanis were resultantly stranded in Istanbul airport as they had started their journey on 31 May and 1stJune before the announcement of these rules. At the Pakistan Embassy’s intercession, the Turkish authorities have granted a one day exemption (for 1 June 2021) to such passengers, and they are being allowed entry into Turkey after a negative PCR test conducted at the airport.
The Embassy of Pakistan Ankara and Consulate in General of Pakistan Istanbul have been in contact with our nationals at the airport to help minimize the impact of these regulations. A team from the Pakistan Consulate General was also at the Istanbul Airport to render possible assistance and facilitate our nationals’ entry into Turkey.
Passengers traveling from Pakistan to Turkey are requested to re-assess their travel plans in light of these new travel regulations announced by the Turkish authorities. The Turkish authorities will be reviewing these regulations periodically.
